First you need to relax and calm down, remind yourself that dreams can never hurt you. It is natural for dreams to cause strong emotions, and some times the emotions don't even connect to the dream itself, so you can have dreams that feel scary but when you think about it logically you know there is nothing to be scared about.
For starters you probably see thousands of numbers a day, and you don't pay attention to any of them. For some reason you are picking up on 11, and even though it probably isn't occurring any more often than any other random number, you are focusing on it. It might just because you are looking for it, and so you see it. I can assure you that you are not seeing it more than any other number, you are just noticing it more often. It really doesn't mean anything.
Secondly, it is normal to see things after waking up. Some times people enter sleep paralysis and continue seeing dream like images. You might see those things with or without experiencing sleep paralysis. Just keep in mind, if you ever see anything directly after waking up, there is a strong chance its caused by your mind still partly being asleep.
Now I don't know what is causing the last issue, but everyone experiences the sensation of being watched some time. If it happens only occasionally then its perfectly normal, especially if it is happening in places you are not used to being at. However it is possible, if it happens all the time, it might be from some sort of anxiety disorder.
