Most people experience distorted time in dreams...but these dreams usually just "feel" like they lasted as long as they did after you wake up...and by reviewing the dream you can see that it was a very short amount of time.
Your perception of time does not always adhere to "world time." If a man with a bass voice reads a script at exactly the same pace as a man with a tenor voice the bass voice sounds like he's reading more slowly. When your body tempature is high your sense of time is slowed. If your body tempature is low then your sense of time will speed up. If your under a red light your sense of time will be slow, and if your under a blue light your sense of time will be fast. Time is often a subjective experience and seems to almost stand still when your intensly longing for something. In that way, for people who are in alot of pain time seems to go slow because they long for relief, conversely when your having fun time seems to fly.
As Einstein pointed out that time flows at different rates for each person. John Brodie of the San Francisco 49er's football team experienced an effect during moments of playing time where he percieved things around him moving lower than usual giving him longer time to observe, plan and react. Practicing meditators also have an advantage for they accustom themselves to relaxed brain states where timelessness can be experienced.
In one experiment, hypnotised subjects were given an imaginary task to preform in there minds...like designing a dress or preparring a complete meal, they were tricked into thinking they had an hour to complete there tasks when in reality they only had 10 seconds. After 10 seconds in the real world they had accurate perfectly detailed designs in there minds, it had really seemed like a full hour to them!
The cool thing about the following technique is that it can be used while your awake, when used in your dreams the effect is amplified.

To begin, assume a very relaxed position and achieve a hypnotic/meditative state. http://www.dreamviews.com/forum/viewtopic.php?t=7245 To initiate progress in time distortion, begin by remembering your intire morning in a succesion of mental flashes, do this often, with practise it will become easier. Now think of a movie you know very well and visualize watching the movie from begining to end in a matter of seconds. Practise these visualizations often and soon you will see how easy they become...(you can bring yourself out of the hypnotic state by counting backwards from 10 to 1 and progressively awaken). Regular meditation will allow you to reach lower brainwave states faster and disort time.
Now try this-- get yourself into a meditative state once more and visualize yourself in a situation of intense longing and anticipation. The more you practise any visualization the more vivid it becomes and the stronger the effect will be...while doing this time in the outside world will feel slowed.
Set a timer for 10 seconds and while in a meditative state count the number of times you can say to yourself in your mind " i am getting better and better at time distortion" once again with practise the number will grow.
It may be useful to give yourself post-hypnotic suggestions "i am getting better and better at distorting time" or whatever feels best for you.
TIME DISTORTION IN DREAMS
Next time your inside a lucid dream place yourself in a hot place like a dessert make it where there is a big red sun above you casting its red light down and recall intensly the feeling of longing for something. See a clock and see it gradually stop and try to actually "feel" time slowing down....remember you must be extremely mindful inside your dream at this time. Again it is pretty useful to give yourself suggestions in the hypnotic state that your dream that night will feel extremely long. While in the time distorted dream keep the feeling of longing and keep active with different things happening slowly to be able to recall them upon awakening, soon you will see that it wasnt just an illusion but it was actually a long time for you. With practise you wont have to feel hot or have the red light or feeling of longing, you can just distort time in a trigered, controlled fashion.
