sort of,
what safemode does is it runs only the critical components for your machine to operate, so nothing else starts up (ie virus', worms, malware) so they're not able to block your removal/detection attempts.
Recommended best course of action:
get a cd or flash drive if possible because most virus's block internet access (unless you're computer savy)
download (to external device ie cd/flashD) Malwarebytes installer BUT DO NOT INSTALL YET
download (to external device ie cd/flashD) Avast! Anti-virus free trial installer BUT DO NOT INSTALL YET
Now here's the part most people miss:
1) Research the type of virus you have, look up it's associated files and regKeys, learn as much about it as you can.
2) take notes if possible, be prepared to PROPERLY remove the virus, not just clicking on things that are produced in the logs.
3) reboot your computer in safemode (you'll need to research how to do this according to your OS)
insert the external device and install Malwarebytes, make sure the Update Malwarebytes box is checked and Run Malwarebytes once it's finished, then click finish. Allow Malwarebytes to update, then make sure no other window or program is running and perform a full scan.
(Note: This may take a while, so feel free to make a sandwhich)
once the scan is complete, remove all virus associated files (ie regKeys, cookies, trojans, malware, bots, etc)
now install Avast! Antivirus.
Reboot computer in normal mode and you should be clean and very well protected by avast and able to still frequent DV
