The answer, I believe, is yes -- mostly.
A consistent and mindful meditation practice will certainly be helpful to achieving WILD's. But keep in mind that, though it is extremely important, there is more involved in gaining lucidity than just focus. You must also work on your memory, and be sure that the meditation you are practicing is geared toward self-awareness and not, say, relaxation or peace. Then of course there is expectation/intention, and the physical aspects of WILD like timing and the environment in which you are making the attempt. In other words, there are a lot of pieces to WILD (and DILD, for that matter), and steady meditation will certainly help, but it alone will not guarantee successful WILDs.
The upside is that if you have excellent meditational skills, WILD's will come more easily.
