Being without skin could I think mean feeling vulnerable: the skin protects us, so being without skin is about being without one's protective layer. In your mother's dream you were a baby again: to some extent a child always remains the mother's baby - we mothers worry about our kids and feel responsible for them, no matter how old the child gets (which may lead to issues once the child becomes old enough to wish to be independent and prefers to deal with own problems without mother's help). You are in ice: ice is often used metaphorically to describe a person being cold emotionally - have you been cold toward your mother lately? Not affectionate enough? But if that is not the case, perhaps the ice just represents some sort of trouble / issue.
Alternatively, in dreams other characters often do not actually represent other people, but could be interpretted as representing aspects of the dreamer's own personality. I know that my own dreams often make more sense when I interpret my mother in dreams not representing my mother but myself as mother of my kids. So similarly maybe the baby in your mother's dream is her viewing herself as a child: perhaps her inner child is burried under ice - perhaps she feels the need for her inner child to emerge more than she has.
Alternatively a baby in dreams often is about a new project, a new development, a new idea, something that is not yet fully formed. Is there anything new in your mother's life that she may be worried about?
Of course, it is always possible that such a dream is based on something one watched on TV or read or some random thing - dreams do not always have deep meaning I think. If you think that none of this is it, but you want a better interpretation, it may help if you tell us a bit more about yourself and your mother - the issues she is currently facing, your relationship to oneanother (whether you are close), and anything else you can think of that may apply.
Also generally for dream interpretation, it helps if the dreamer herself seeks out dream interpretation because it is a collaborative effort between dreamer and interpreter, and the dreamer herself would be better able to recognize the right interpretation (or interpretations - could be more than one right one), and can answer questions and provide additional details better. I believe that ultimately the dreamer herself is the best dream interpreter because she knows best what is on her mind, and all the rest of us can do is brainstorm ideas, hopefully one of them will cause dreamer to have additional ideas of her own of what this could be about.
