I think that's an absurd statement, whoever "they" are.
In the past week I saw a guy with a ridiculously muscular torso and arms, almost comically short legs, and very curly black hair with a full beard. I also saw another person who looked like a stereotypical circus strongman, except his mustache was carefully styled into the shape of two flexing arms, complete with clenched fists. I also met a whole bunch of orcs. I'm fairly certain no real person exists that looks like any of those people.

But what if you catch a glimpse of someone unknown in your dreams who appears very detailed and have never met in life before? Is there any special meaning behind it? While I think it is possible for dreams to have meaning, I don't think they have to, so I guess it is situational and would depend specifically on your own case. I think dreams are liberated from such concepts like logic and reason that would shackle them to requiring a meaning. Dreams are above the need for a special meaning, so to speak.
