"If I bother with it" might just sum up your problem. Do you write in your dream journal every day--with at least two of the dreams that you remember, or just when you feel like it? Dream journals are almost fool-proof and are easily the fastest, easiest, and most preferred way to improving your dream recall. There are a few who dream journalling doesn't help, but they're in the extreme minority and if you can get about four to six entries then I really doubt that you're one of them.
However, there are other ways that you might prefer. If you can get a tape recorder then you can record your dreams upon waking up. You can also try hypnosis. I've even heard that just talking about dreams in general with other people can help improve recall, because it implants the thought in the subconscious mind that remembering dreams is important.
