In that situation I'd ignore my dream eyes altogether (not even think or worry about them) and just patiently wait for the imagery to form, in the meantime keeping my focus on the dream itself or trying to engage other senses like feeling things, walking around, and so forth. In other words, I'd handle it just like the “voids” that sometimes happen during LDs in which the imagery just dies even though the dream doesn't actually end. Remember, the dream body eyes (just like the dream “body” and everything else in the dream) are just a mental construct. They're not actual physical organs that must be “open” or anything else; the only way they should be a problem is if you're too focused or preoccupied with them. Forget about them, and the dream will, too.
