Relaxation Techniques work... check out the HILD(Hypnosis Induced Lucid Dream) it includes some good techniques that relax me anyway.
Theres different things you can do before you go to bed, like not watching TV or going on the computer as this keeps your brain active. Reading books usually will relax people enough. Diets can effect how late your body stays active, excersise is a factor too.
If I actually want to go to sleep, which most of the time I stay up... like right now when I fell asleep at 6 pm, woke up at 1 AM, and stayed up till 8 am to answer this 
Anyway, I lay in bed with my eyes closed. If you have a light on, cover your face from the lights with your blanket or pillow or dog. Because the light can go through your eyelids, causes more of a red effect then a pure black. After that lay in any position in bed that is comfortable for you. Keep your eyes closed and covered from any lights, and start paying attention to your breathing. Take deep slow breathes and count them to get your attention. Count as far as you can till your relaxed or extremely bored. If you get bored enough you might just fall asleep from that haha... Then you start focusing on different parts of your body to relax them specifically at a time, so instead of trying to focus on your whole body to relax focus on one part, and once you have relaxed that, choose a different part. Usually going from your feet, calfs, quads, pelvic, stomach, back, chest, upper back, shoulders, elbows, wrists, hands. Something like that, just focus on one part, relax as much as possible and then move on, keeping that part relaxed. Then you might consider thinking of the HI imagery, or just think about something comforting and interesting to you. The reason this will help is when you wake up, don't get up or move around or go, O crap! I woke up, I have to go read for 5 hours now... no, just lay in bed, keep your eyes closed, and do the breathing. A good tip after you wake up if you didnt want to is to not open your eyes!
Another thing is, if you dont want to sleep, You won't. (To an extent)
If its something emotional or psychological that is bothering you, preventing you from sleeping. You can be open with these guys, their very nice and encouraging.
