From what I've read, it can be both something people are born with as well as a developed skill. Similar to any sort of psychic abilities. Children will often exhibit this ability but eventually abandon it as they learn and grow and discover that society doesn't usually accept such things as "imaginary friends" or being able to "talk to animals". As a kid who used to talk to every animal I came across, I can definitely sympathize with this.
But apparently anyone can learn animal communication. It's merely a form of telepathy, and is a skill that takes much time and practice but can be developed by anyone. Similar to lucid dreaming really. There are naturals, and there are people who learn the skill as they get older.
There are many many books on animal communication, I've read a few but none that I liked well enough to recommend. I suggest doing your own search and seeing what you can find, because there is tons of information out there. There are online workshops you can participate in as well (like an online university) to become certified in Animal Communication. And also there are lots of local places where you can take classes, which I understand to be the best, quickest, and most successful way to learn, since you are actually interacting with the animals in a learning environment. So try to find something in your area.
Since I've been studying and practicing animal communication, I have definitely had a lot of interesting experiences with animals. There's a stray cat that won't leave my doorstep, and my sister's dog wakes me up at night sometimes (we don't live together) to let me know that his mommy isn't home yet and he's getting very worried lol. I then usually text my sister and ask her when she is going to be home so I can let Louie know, and she wonders how I know she's not at home. It sounds ridiculous, and maybe it is, but I keep an open mind about it.
I've also had conversations with my 16 year old dog who let me know that he was very ready to pass on. I adore him so much and had been dreading his passing for a few years now as he became more blind and deaf. But it got to the point where he was just walking in circles and couldn't even enjoy his food anymore. I finally had to go to my parents, who were avoiding putting him down, and tell them that it was time and it had to be done. I've never seen him so relaxed as he was on that last visit to the vet's office.
Anyways, I'm not saying I believe in this stuff completely. I could be making it all up in my head because I WANT to believe. But I also regard myself as a relatively intelligent person and wouldn't stick with it if I didn't have some confidence that it was worthwhile.
edit: also be careful, there are a lot of scams out there and people who are obviously just trying to make a buck getting people to buy their books/seminars/cds etc. ...but you can usually spot a real AC amongst a bunch of fakes, similar to any psychics I guess (for example there's a woman in my area who does sessions and helps find lost pets for FREE, others will donate any fees to local animal shelters, etc.)
Are you reading their body language, or literally talking to them in your head? I've alwways wondered if such thing is possible. I can shout, and scream, and rage inside my head hearing my voice, just for fun, and wonder if someone could hear me, so far i've not been able to hear another voice.
I also figured an animal wont be human like, their talking pattern would be "food....food.foood...fooooooood....huuuuungry.... .hungry....hungryhungry...feed me food hungry food feed me" etc. I know animals can learn things from a pattern if it's always on the same exact time, or you teach to sit or whatever. They are smart enough to learn, but figured they would talk like that. But of course the cat would be very worried, i am sure the cat is always worried and wondering the grownups will leave them forever everytime they leave the door, they don't really know better.
