You're actually conscious like you are when you're awake in all dreams. If you weren't, you wouldn't ever be able to remember them. What distinguishes lucid dreams (and being awake) from normal dreams isn't conciousness, but that in normal dreams, you usually can't remember things as well, and you can't think as clearly. This is why in normal dreams, we act oddly, don't notice that we're obviously dreaming, and generally don't make decisions and remember plans as well as we could normally.
In lucid dreams, we can think clearer and remember things well, which is why in lucid dreams we can notice that we're dreaming, remember our plans, make better decisions, and generally think more like we would when awake.
