Hi MarkDreamer! To start off, you want your dream recall to be a minimum of 1 dream a night. (Prefferibly 3+) To increase dream-recall, you can keep a dream journal and set your intent to remember dreams in your head. This will boost your dream recall by a good amount. As for when to do Lucid Dreams, whenever you want, also depending on the method. The WILD method is probably the hardest method avaliable, so I wouldn't start with that one. When WILD'ing you want to wake up in the middle of the night, and trick your body into falling asleep while your brain is still awake and active. (Thus you go into a dream without "falling asleep", you are aware through the whole transition)
I would suggest starting out with the DILD method, mostly because it is the easiest, it can be quite effective, and you don't have to wake up in the middle of the night! I will let you learn how to do that by yourself, though take a look at the Tutorials Section for more info.
