But that means that you are being on-topic, therefor you are actually off-topic, meaning you are on-topic, therefor you are off-topic. Which, because it is an off-topic discussion makes you on-topic. Of course that would again revert it to being on-topic. Now that you are off-topic yet again you are on-topic, which is off-topic. But that would make you on-topic now wouldn't it? Off-topic is for everything that does not fit into other parts of the forum.

It's a misnomer. "Off-topic" is the equivalent to "anything goes (with some restrictions)" when used in this way. Nothing special.
