Yeah as above.

Ours are in the format of: AB12 3CD rather than a bunch of numbers. The letters correspond to the district making it easier, for example mine starts with BN for Brighton.

Note I said 'half the time'. For all I know NetZero may have fixed that, but last time I checked it, it said my IP was coming from some town in either Virginia or North Carolina I think.

People who want others to know where they live are going to say it in their profiles. Just use the forum regularly, and you will know what cities a lot of the people live in. I have run into three other people in my city on this site, and I know that a lot of the members live within two states of me.
