This seems illegal and I promise that they don't do it by IP address. IP addresses change constantly, every time that you enter a new network or even everything you log on with dialup you have a different IP address.

it's determined by your ISP

Just googled it, and it's got a windows client program
chances are it's logging it's usage in the windows registry

if you're comfortable doing it, just alter the registry

having said that, it may be sending the info to their servers
in which case you're out of luck trying to change your bandwidth usage

Is there a windows P2P that can connect to Frostwire? It's mostly Mac people so everything is H.264 encoded, which is the highest quality. What show is it, some shows have websites with their episodes like South Park.

It could be done by MAC-IP address, though that's unlikely. I'm guessing it's either information stored in windows registry. OP said that he can't make a new account, and if that's done on a website, it's most definitely IP.

We can't really help you, unless you link us to the website you're using, but I doubt staff will be too happy about that.

It can't be; that information is only available with physical access to the machine (short of hacking). Unless you had to install some software to access this. But certainly over a standard browser connection you cannot get someone's MAC address.

You are supposed to register on a website, then download the executable. It gets you to a log in screen, but there is no option to create a new account. And it knows that I am me (it remembers my account info)

So you register on the website, and not the in the program? Have you tried reinstalling the program? Have you tried turning off the program while registring at the website?

Photolysis, couldn't the program be communicating with the website? If so, he just has to uninstall the program, register, then install again.

Almost all programs store stuff in the windows registry. Programs also tend to store all kinds of information hidden away in various files, which is why for instance program trials still remain expired after deleting and reinstalling them, and will continue to do so until the disk is formatted and/or windows is reinstalled. Windows is also notoriously bad at doing clean uninstalls.

I couldn't say what the program is doing, since I don't understand it's purpose, but it's certainly possibly (and probable) it's sending some kind of identifying information.

Have you tried Hulu.com? They have most major networks' shows, and to my knowledge it's legal. As an added bonus, it's free and there is no limit.

Hulu.com is for people from the USA only.

Why don't you pay for them, then you are guaranteed full HD (or SD if you choose) and you can keep them forever legally?
