I don't know if this still works or not, since it pre-dates internet, but waaaaay back in the day when you needed information on grants/loans/scholarships/etc, you could go to a library and ask the librarian, who would point you to big books of grant information. Most of them were centered around grants for college of course, but they might list other kinds.
You can search the internet, but I'd honestly not know where to even begin. It helps if you can ask actual people: librarians, lawyers, members of the city council AND planning commissions (planning commissions have more say in matters that concern what a building is zoned for and what it can/cannot do etc).
Where do you live by the way? If you live in a really really small town and no one seems to know anything, you can always write members of city councils in major cities and get the information from them. At least it's a starting place.
