I would not say that you can think anything while not moving and slip into a dream instantly, since it is not very hard to wake up without moving and remaining awake, if you wanted to. However, not moving is a key part to these techniques since you can enter the dream almost instantly from them. The key is to let your mind slip back into the dream like you never woke up, and certain things that wake you up too much will make the attempt fail. As for counting, I never count, and if I do I am unsuccessful (for FILD, I dont usually DEILD). Moving your fingers should act as an anchor to do a reality check, and counting is an unnecessary way to keep your mind too focused to fall into a dream. Usually what I do is wait around 20 seconds, without counting, and just estimate the time. That way you remember to check but in between you drift off into sleep while your mind is not focused on one thing.
