Somebody proved that the eyes move even when a person isn't dreaming of anything that has anything to do with seeing? I guess that would be possible using totally blind subjects who don't even perceive light. Otherwise it doesn't seem reasonable to me to assert that REM is or is not characteristic of all dreaming.
It seems that most people, if they remember dreams, primarily remember dreams that involve visual images. So I would guess that is primarily what has been studied, and it would be hard to study anything else.
Personally I doubt that my eyes move when I'm dreaming of something like math, but I don't have any way to check that, so it can only be a guess.
