That's not entirely true.
I believe that the Hulk was, in fact, the only force to ever actually stop Juggernaut. However, he was using celestial technology to do it (World War Hulk). So, it depends on what version of which character we are talking about. If we are talking about the classic Hulk only, then you're right, he wouldn't be able to stop Juggs.
But how would Hulk be able to defeat Jugg? Even with the anger level, I think they're still pretty well matched as far as strength goes, but Hulk is probably a tad stronger with the "roid rage" in effect. They're both about the same durability wise, and they both have great stamina (Hulk nearly inexhaustible, Jugg completely inexhaustible). I don't see how Hulk would be able to destroy Jugg when thet're so evenly matched. Even if Hulk starts beating up Jugg, then Jugg can always hide in his little force-field.
He was able to defeat him in a battle by tricking him into running into a lake. How that won the fight, considering Juggs' abilities, I'm not sure, but it at least won a battle with him. (I'll have to find details on the issue, if you want me to.) Other than such a technicality, though, I really don't know. Given their individual abilities, I think they could likely wage a war that lasts for eternity, but if I had to pick one, I think Hulk's regeneration and ability to grow progressively stronger would be a deciding factor. If Juggernaut's physical resistance has even the smallest degree of imperfection, it's likely that Hulk would eventually grow to a level of strength that was able to surpass it - in which case Hulk would be able to crush him.
