I think what language you do it in really just boils down to how fluent and comfortable you are in any secondary languages, as well as just a personal taste, what you prefer. Besides that I don't think it has much effect on performance, such as decreased effectivity, although I can only speak from personal experience on this matter.
My native language is Danish, though I record my dreams in English and do my mantras and such in English too. The reason I do my dream journal in English is simply just because it feels natural to me and it's practical. I have a lot of people that I communicate with on a daily basis to who'm I communicate in English, and if I ever feel like sharing them it's easy to just pick them straight up instead of doing any kind of translations. The part about feeling natural is simply just because I like English as a language, and I'm ironically (or sadly, your choice ) overall better at describing ideas clearly in English, therefore I choose to do it.
Again this is only personal experience, if it affects others I'm not sure, but I've always thought about this question myself.
