I find that whenever you have a bout of consistency in the dream world, there will always be something that kind of goes against the grain. Many do indeed fester in anxiety or scenarios we tend to worry or fantasize about, but some of them are more along the lines of a product of half-born ideas all sort of stuck together. What drives a dream forward I think USUALLY has more consistency-- logically, I will try to do things in terms of right and wrong, based on what the dream has implied IS right vs wrong. These can be pretty distorted of course, but the consistency in this case is drawn from the fact that no matter which "kind" of logic the dream presents to us, we usually follow it's rules.
It can really be hard to categorize ALL dreams in the way you might be wanting to, you'll have to do a lot of generalizing there's definitely consistency to a certain styles of dreams though. Any kind of emotional attachment that's been broken, I find dreams always gravitate towards it (i.e. being with an ex girlfriend, or just someone you feel deeply emotionally bonded with), fears as you've already mentioned/anxieties, and perhaps elaborations on creative ideas, scenarios pondered, and concepts not quite grasped.
