Not really. There's been a lot of studies on how bad our brains are at multitasking, yeah, but I'm not sure that applies here. Our brain handles multiple autonomic tasks like breathing while we're consciously focusing on something else; similarly, creating a dream world and dream characters who move and speak doesn't require our conscious focus.
But I'm not certain I'm understanding the original question correctly. From the title, "at the same time," I thought you meant two characters saying two different things simultaneously - good question. But from your post, it sounds like you're just asking if it's possible to ask a DC a question and get an answer -

In which case, yes. That's possible. If you don't usually dream about conversations yourself, check the dream journal section of this site, you'll find plenty of examples - last month had a Task of the Month that involved asking DCs about the meaning of life, people got some unusual answers. There's no lag - whatever part of your brain creates the dream setting and controls the dream characters when you're non-lucid seems to be capable of handling it all seemingly instantaneously, talking is no different.
