This morning I dreamt that I woke up, boiled an egg and tried to make coffee- things I don't usually do in the morning!. Then I was just lying in bed in my dream and I realized the apartment I was in was not my own, at first my dream mind tried to find logic behind it stating that the building administration had moved me somewhere else, but somehow I decided I wasn't buying and simply woke up. That's definately a false awakening, which just means you dream that you have woken up and think it is real life. From what you described you seemed to be close to lucidity, but then you woke up. False awakenings are great starts for lucid dreams because sooner or later you usually realise that something is not 100% with the world you have 'woken up in'.
And to answer your original question, yes it is possible to dream about lucid dreaming without actually being lucid. I have done this several times, and I found that it was because I was not an experienced LDer at the time, but the concept of lucid dreaming was floating around my head so much from being on these forums that it found its way into my dreams.
