There are different forms of sleepwalking/talking and in some the person in question is "obviously" sleeping. Anyway, I dont see any real reason to interact with the physical world while dreaming but the answer to your question is both yes and no. I know for fact that you can see, hear, and speak to things in the physical world while dreaming or lucid dreaming. In the past when I've fallen asleep with my eyes open I've been able to see both my physical and dream surroundings. Its a lot like looking through dirty glass, you can focus on the dirt or what's beyond it. Either way you will see both, its when they mix that there becomes a problem. If they mix its extremely hard to tell what's real and what's not so I wouldn't recommend believing anything you see. As for hearing and speaking I've found that the easiest way for me to control these functions from within a dream is with verbal commands. For me they are a side effect of becoming lucid so I turn them off but I dont see why you couldn't do the opposite.
