Yeah I sure think so. According to dream yogis, lucid dreaming is the fastest way to enlightment. They use their lucid dreams to meditate.

Lucid Dreaming can be a doorway to communication with your subconsious mind which can't normally be communicated with directly by your waking conscious mind. So for example when talking to a dream charatcer (DC) you can gain much knowledge about yourself just as one example.

yeah, you can gain additional insight apparently, that's what I'm hoping to gain when I manage to LD again.

I'm not sure about actual "mental power" though. Not sure exactly what you mean?

Maybe he/she? meant mental 'self-empowerment'? or maybe the ability to destroy matter with your third eye? either or lol

... and entirely possible. He could practice his golf swing and technique repeatedly in dreams to help him perform those actions more effectively in waking life.
