No offense to anybody here who's given advice, but in my humble opinion, one should not keep a constant bedtime; ONLY a constant wakeup time. By only going to bed when tired, but waking at a certain time no matter what, you train your body to "set" your sleep schedule back a few hours, and thus you don't waste as much time trying to fall asleep.
As for waking up after REM periods... unless you do it naturally, I don't know HOW to wake from REM, short of getting lucky with an alarm clock. Apparently, people wake after EVERY dream, but the awakening is so subtle that most people forget. I'd like to tell you I know a way to make those wakings more substantial, but I don't, honestly.
Other than that, do what everybody else said. ^^
