This is usually up to debate. You can dream during NREM and during REM, so there's not requirement for a specific stage of sleep. Generally, people can fall asleep easier and faster if they've already been sleeping a bit, if you're one of those people who takes an hour to fall asleep while now imagine doing it while intentionally remaining conscious.
Lots of people can't WILD at all. It's probably easiest if you're already proficient at WILDing before you try to do it from the start. It's easiest to do it once you've been sleeping because you can DEILD, your REM periods will be longer and closer together, you'll already be sleepy, and if you do a WBTB you an do some brain flooding with lucid dreaming thoughts and the effort can serve as autosuggestion, etc. etc. etc.
I think it's definitely possible, probably just slightly more difficult. But eh, I have enough trouble WILDing as is
