I think it plays very well with the idea of a 'well-regulated militia'. And it's not meant to stop the wrong people from having guns. It's essentially a self-regulation proposal.
Edit: Actually, I don't think training would need to be a legal requirement, because organisations would want to charge fees in exchange for training, and it would be in their interests to present a responsible image to the media. They wouldn't be required to disclose any personal information about members to the authorities or the media, only whether somebody was a member or not, so it doesn't restrict the right of the populace to arm themselves. There probably isn't a need for labels attached to guns either, because if you know that Lanza was the perpetrator, you could just ask whether he was a member or not, without looking at the guns.
I doubt this policy would reduce mundane violent crime, but it would reduce accidents. In the case of Lanza, his mother would have made him a member of a society, who would promptly take the blame after the shooting, reducing the media circus around the affiliations of the shooter and increasing the incentives for other societies to self-regulate. The majority of shootings would take place by non-members, so there would be no direct effect on them, however, it would reduce their association with legitimate gun owners.
Anyway, I would be interested in hearing any alternative proposals, of course this is a half-baked idea, but I've noticed a lack of practical ideas from both the left and the right, despite the amount of blame being cast around.
Edit: Actually my position on gun control changes by the minute, I wouldn't push for this if I were suddenly made dictator or anything. It is an extreme compromise solution, but of course I'm obliged to argue for it because I thought of it and it made sense to me at the time. I don't actually think it would work that well nor do I think it would be ethically perfect, but for my own reasons, not those stated (in a slightly patronising manner) by UM, which I still contest. And of course I reserve the right to charge into threads and litter them with crackpot solutions anyway.
