      The dog KNOWS he will not get it, he is saying "i can't". He gets peer pressured into going to the dog, who then growls and the little one is all scared.

      That Chihuahua is a lot smarter than most little dogs--my friends have an Affin Pinscher and she will get up in anything's face no matter how many times bigger it is.
