      Practicing by yourself is quite possible, It depends on how much you recall, but conversing with others in another language will give you mixed results within the dream. You might get better results...

      Practice within lucid dreams counts as a genuine form of practice. Retrieving information that you've forgotten, that's a bit trickier. You could try it. Perhaps manifest a book into your hands...
