Maybe it surfing, not flying. You can teach Pikachu to use Surf in Pokemon Yellow from what I remember.

I don't understand the confusion. It looks like some kind of animal, sure. But it's too skinny to be Pikachu, and looks more like some kind of fox to me. (I'm getting the feeling this is one of those awkward moments where I fail to understand a joke, but I don't know.

There have been Pikachu that know Fly given out at multiple Nintendo events for the games, as well as two cards for the TCG.
And up there, someone said that in Yellow you could teach Pikachu Surf, which isn't true. You could get surfing Pikachu from either an event or beating Stadium, but you couldn't just directly teach a Pikachu Surf.

These are just technical hacks done for fun, I'm talking about real life.

Also, I see no evidence for balloons. The surfing theory was more reasonable but I don't see a surf board either. This leads me to think a radical reformation in how we think about Pikachu is on the horizon, unless this is an entirely new species all together.
