Using the WILD technique, you are first awake, and then as your body relaxes and you enter SP, you will slip into a dream and fall asleep. In a sense, you can do a WILD whenever you want, some people can induce WILD at will, however most people have better success early in the morning - using a WBTB. I won't go into to much detail, it's best if you read a WBTB guide, but basicly it involves you getting up one hour early, compared to your normal waking time, and then trying a WILD.
As your body is more tired and you've been asleep, it's a lot eaiser to slip back into a dream than it would be not using WBTB.
To sum up, you can try to WILD whenever you want, but to have the best success, try it with a WBTB. Good luck, J.
