Weird, so your real life swallowing is having an effect on the stabilization of your dreams? I think it's mostly, if not all in your head, since you are able to dream non-lucidly without any problems. Usually you will not be aware of your physical body while in a dream, as you are in SP. Therefore, you don't need to consciously think about swallowing, since your DC body has no need to.

As for getting rid of mucus, take a really hot shower and breath in the steam with your nose. Also, drink lots of water to drain it out.

are you referring to a WILD? so trying to attain sleep paralysis without swallowing?
The Key is to combine your waking rational abilities with the infinite possibilities of your dreams, because if you can do that, you can do anything.
