It sounds to me as if maybe you are still just in H.I. during an early stage of nREM. I find that really vivid H.I. do not like to be directly stared at (LOL.)
Try passivelly observing H.I. as if it were just clouds passing by in a scene. If you are not sure about your sleep stage, just passively watch. I would hold off on trying to initiate any action until the sensations or visuals seem to remain constant for say a minute. That is not the case if you enter a full REM setting complete with scenery and a dream body (then just get busy having fun).
Gab's advice makes good sense at certain stages of sleep, so I am just suggesting a moment in which you observe for consistancy in the images. H.Is can be very vivd and a hell of a lot of fun. H.I.s in fact could be a good hobby onto itself. However, in early nREM sleep, you can still cause your physical body to move. Just experiment.
Combining Gab and my advice: Observe passivelly looking for signs that the visuals have some consistancy. Notice if the images are staying the same for many seconds, or if they are more like advanced H.I. If you decide that it seems much more likely to be dream imagery, than H.I. attempt moving your dream body.
