When I had my wisdom teeth out, I had laughing gas and got put out. I didn't attempt any WILD or anything, but I did have this weird dream. Maybe it wasn't a dream? I don't know, but from 1st person I was seeing around my dentist room. The nurse was sitting in her chair watching me, and I didn't see anyone in front of me. I know people have "woken up" during surgery, and seen/heard all their surroundings. Except then I actually woke up, and I thought I had been dreaming since my surroundings in the actual room differed some from what I saw before. So perhaps dreaming while under sedatives is possible, but getting to lucid dreaming seems more of a challenge.
I feel like sedation is supposed to move you from waking consciousness to sleep/unconsciousness as soon as possible so trying to move immediately into a dreamstate might not work too well. Wouldn't the type of sedative and its affects upon the brain matter as well? I don't think it would be moving into REM since it isn't normal sleep, so I think there are various factors to take into consideration. How do sleep brainwave patterns vary from brainwaves under sedation? That sort of thing.
Edit: I should also note that I had the usual "blackout" between being awake and falling asleep. I wasn't conscious of entering the dreamstate or even a sleep state, I just was fading out/feeling light headed and then next thing I perceived was this weird dream thing.
