It seems that Pravda paper is little more than a tabloid, but I came across the story in the Epoch Times, which is the only paper I have any respect for.

All true, but if you have a elecromagnetic field rotating around you, then it's moving relative to you. And if you're sitting in the middle of it, you could think of it as not you moving, but the outside world around you moving, in which case the outside would experience the speeding up of time, and you would experience a slowing down.
