Actually, when it was done for the inaugeration, that was federal property, so Posse Comitatus wouldn't apply in that situation. In this situation, deploying the national guard to perform policing activities in pennsylvania is in direct violation of posse commitatus and therefore is against U.S. law. We have reached an age in which the government acts in direct opposition to law and constitution and absolutely no one does anything about it, and very few people even talk about it.
By the way, that story is almost a month old. Has anyone heard any new developments since the summit started?
