It sounds like your mom might be able to get relief from some of her conditions by way of medical marijuana.
One of the common misconceptions with medical marijuana is that you have to smoke it. In fact, it is quite the opposite. Most places that actually sell marijuana for medical and therapeutic applications will have a range of products - not just pot and hash for a pipe/bong/joint.
You may want to recommend a tincture or salve that she could rub into her joints which are sore and inflamed from her arthritis, and you might recommend she try eating a pot cookie or brownie for her headaches and back pain. Many people just don't like smoking, and there's nothing wrong with that, plus, smoking for a health condition is sort of a paradox. In my opinion, if people really are taking marijuana medically, most of the time smoking it shouldn't be part of the therapy.
I would also recommend that your mother seek massage therapy for her conditions. I was a massage therapist for years and treated all of the conditions you mentioned. Massage is particularly helpful with migraines and back pain.
Anyway, if you're really convinced that medical marijuana is the way to go there are lots of applications outside of the "dope fiend" paradigm that society would like most people to despise. I wish your mother the best of health.
