You could just give up on trying to WILD. I have only had it happen to me randomly, never by intention. Why not focus on becoming aware while already in the dream state? DILD, as this forum calls it.
Catalog you dreams, look for dream signs, continue doing WBTBs, reality checks during the day, etc. WILD seems to be very hard for many people. I have had countless lucid dreams, but almost none of them from WILD.
As for OBE, perhaps try that upon waking up from a dream instead of while falling asleep. I have the same issue as you; I cannot really get into that relaxation, mind awake / body alseep state at will. I will just lay there awake for hours. However, when I wake up from a dream I am already half asleep, so that time can be used to work on OBEs. Upon waking from a dream, do not move your body, and implement whatever technique you wish for projection. You will have caught your body while it is already very sedated, instead of trying to induce that state from complete wakefulness.
