I am not sure about the REM, but 9 should be a great time as the REM periods are longest just before you wake up(After about 7-8 hours). Then the WILD technique takes patience/practice so i cannot say it will work, but yes that's the best time to try and you have to be careful to not fall sleep again and also not be too awake to perform the WILD so it's kind of seeing what is best for you =)
