Good question. Indeed you can have a non-controlled lucid dream. You can choose to control it or not control it, for example.
But there are two things you may want to consider.
1) Level of lucidity
Some people talk about differing levels of lucidity. Reece Jones made this a big thing, you can check out his video(s) on levels of lucidity, on YouTube.
The higher the level of lucidity, the more control you have, basically.
2) "False lucids"
Sometimes in a dream we can go "hold on, this is a dream!", but still our logical mind does not wake up, so the whole dream is still controlled by subconscious.
It's kinda like "pretending you're lucid".
Dealing with #1 there, when you become lucid, you want to stop what you're doing, calm down, breath, look at your hands, look around you, feel present. Level of lucidity will rise.
For #2, You want to ingrain a thought in your head. The thought is, "When I get lucid, I'm going to double-check, triple-check and keep checking with RCs and questioning reality until my logical mind knows for certain it is a dream."
If you have full control over your dream body and thoughts, but can't control other things, then indeed you want to hold a positive attitude towards your ability to control. You really must remove doubt. I assume that your inability to control has put you in a cycle of doubt... You need to get out of that. Empower yourself. KNOW that you are literally the God of your dream world, and that the world reacts to your every thought and intention.
