I am the same way, I've been actively trying to recall my dreams but to no luck. I sometimes get my dreams confused with my hazy thoughts right after I wake up. Have you tried any other techs? RCs can't just be a straight up habit. They need to be accompanied by the realization that this could be a dream and checking reality to be sure that it isn't. Emotions, visualization, thoughts. These are good things to add to RCs or any OCD person would be always lucid if they just checked the clock every 5 minutes and always double checked, but they aren't.

Keeping a steady sleeping schedule is very key to dream recall and LDing. In most people's opinion. keeping a DJ is great. I have my own method of DJing that I think can help people a lot if they use it, but that is just my opinion. Haha. Pushing my own product, link in signature.
It can take a while, but getting plenty of sleep should help. It is generally easiest to remember a dream when waking up from that REM cycle. So if the time isn't working after 8 hours of sleep for a week try changing it. I recommend WBTB and micro WBTBs as often as possible, it has an amazing amount of reasons that it works, I can explain if you wish.
