Except for the massively improved graphics and the improved skill/leveling system. It takes perks from Fallout 3 which worked well and they added those VATS-like finishing moves that really add some cool feel to the combat.
Other then that, yeah, it's a lot like Oblivion and Fallout in a different setting. But have you looked at how drastically different the setting is?
I very much disagree that it's just like Fallout 3, exactly as Fallout 3 isn't just like Oblivion. There are many similarities, and there are some improvements. But overall, I think there's one truth here, and that is if you really hated Fallout 3 for some reason, then you're not going to like this either. But I have no idea why you would dislike Fallout 3.
Both Fallout 3 and the Elder Scrolls are a lot about the world and the quests and less about combat. I really loved the worlds in Oblivion and Fallout 3, and Skyrim is just as interesting to me, and I'm not even halfway through it yet. It's about seeing the areas, exploring the dungeons, seeing the cities, talking to the folks and hearing the stories. Shooting things in Fallout 3 is a side-effect, just like combat is a side-effect in Oblivion. And honestly, after I got the grip of it, Skyrim's combat is actually pretty damn engaging to me.
The hotkey system is a bit clunky in some ways, for example if you equip a sword, you can hit and block. If you then equip a spell, you lose the ability to block. Normally, if you press the hotkey again, you will unequip, but with spells you'll just equip it in the other hand aswell. So that means if you equip a spell, you cant block unless you open up the menus or use a work around. (Quickly equip and unequip a shield with a hotkey)
But as of now, I use two conjured swords, sometimes a non-conjured sword in one hand. There's a lot of spamming swords while downing litres of potion, and it's engaging enough to me. And even then, that's not always. Sometimes I run back, look for cover, use a bow and arrow, switch to spells, heal, hide and whatever else there is.
This game has some problems. Mainly technical ones at the moment. Yes it is another one of Bethesda's open world RPG games, except improved. Also, dragons.
I fucking love conjured weapons, they look so boss.
