I heard about this today. Apparently they want to ban swimming in the Pacific as well. Its a bit ridiculous, I cant imagine even the most bourgeoisie bureaucrats would pass this.

I got threatened with arrest for busking with my guitar once by refusing to go as my argument was that I was bringing enjoyment to people passing by as they were happy to pay me for brightening their day. The response from the policeman was, 'It attracts drunken tramps that are a menace to the people of Penzance.'

So many people will ignore it that enforcing it would be pointless The ordinance also prohibits digging any hole deeper than 18 inches into the sand, except where permission is granted for film and TV production services only. This seems reasonable to me. 18 inches is rather large.
