      Practice within lucid dreams counts as a genuine form of practice.

      Retrieving information that you've forgotten, that's a bit trickier. You could try it. Perhaps manifest a book into your hands and imagine it to hold all your past knowledge of language, and start reading.
      It might work, it might not.

      But, if you learn language during the day, then practice it in a lucid dream, that would be a pretty powerful way to practice.
