Note that i'm not assuming there's something wrong with your sister

Does your sister have narcolepsy? That is the only known way to instantly enter REM-dreams without preparation. It could also be a case of medical REM-atonia, although it itself won't explain the induction speed.

I believe that it's a case of strong daydreaming/visualisation-skills, which result in vivid NREM-dreams.

      My 2 cents, Tucane

Forgot to say that DEILD produces superfast lucids, but it has to be done instantly upon waking up... and that was the third cent.

Tucane probably has it right. She may not even truely reach an unconcious sleep. nREM stage 1 is only a partial sleep, but can have vivid nREM dream imagery for some people. It is up to the individual if they look at this as lucid dreaming. I can hit nREM lucids (stage 1), so fast in a WILD attempt that I could claim to get lucid every time, but I don't consider it a true LD unless it progresses into stage 2 nREM where you are truely sleeping and mostly unaware of your body. Stage 1 nREM lucids are little more than vivid day dreams, but that is still cool, I just choose to not count them for myself.
