"Dream" does not equal "sleep period". I agree that theme, location, "feel," and other factors can be used to determine if the fragments are from the same dream or not. But limiting # of fragments to 2 per waking is like limiting the number of dreams to 1 per waking, it seems arbitrary and it places a limit on something (recall) that should be encouraged to grow through ever-increasing effort.
In fact the way I have done it personally in the past in the other competitions is that a dream is either recalled as a (potentially series of) fragment(s) or as a whole dream: but every scene that is not common with other scenes or collections of scenes is scored (but only one dream/theme once: either one fragment, or one dream). 5 fragments for what is clearly the same dream get scored as one fragment.
By "dream period" do you mean simply "dream?"
