Usually, dream control works off of expectation. If you expect that it can happen, it will. If you expect it cannot happen however, it may be hard to get it to work. Unfortunately, our mind has been conditioned to think that 'things appearing out of thin air' is impossible, so summoning something out of nothing tends to difficult for a lot of dreamers.
Find ways to make it less believable for yourself. Telling yourself in a game like Sparkley suggests is a good idea. Reminding yourself you're in a dream and in this dream it can happen, might work. Some people will attempt to pull objects out of pockets, drawers, or 'coincidentally find them' behind a corner. Whatever you can do to 'suspend your disbelief' will help you achieve this dream goal.
Additionally, I find that sometimes it helps to 'ignore' a failure. For instance, if you're trying to summon an object and at first don't succeed, pretend and continued like you succeeded anyways. It often happens that after a little while the dream catches up and you'll find that your pretending has become the real thing. For instance, with your light saber, even though it may be a 'lame toy saber', as you put it. Pretend like it's an actual light saber and tell your dream characters to follow suit. It may just turn into one after a while.
The idea behind that is simple. In dreams, the more attention we pay to something, the more pronounced it tends to get. By focusing on what you 'didn't get', you're reinforcing your failure. By focusing on what you did get and building from there, you strengthen then idea that you have the object in your hand.
