Well, the repetition of "I will lucid dream" is an example of auto-suggestion. It can be used for many things. And it is not required for DILD, it just helps some people.
DILD is, as mario said, doing RCs throughout the day and that habit will reflect in your dream, therefore you do a RC in the dream (well, this is the most common way). This can take a while before you actually get a LD.

As for the DEILD, this is how I do it:
I would wake up, I would not move at all, I would not open my eyes at all. I would start thinking to myself "I am dreaming, I am dreaming, I am dreaming".
At first you obviously won't actually be dreaming, but it is so that this thought carries over into the dream when you actually fall asleep. So by the time you ARE dreaming, you will still be saying to yourself "I am dreaming" and you will realise that you are now in a dream.
This all happens within 30 seconds. Sometimes a lot faster. It can be pretty darn quick.
Now, the problem with this is that it can be quite hard to remember not to move. So you end up moving, oh darn.
But when this happens, I myself would just end up falling back to sleep again for 1-2 hours and once I wake up, I tend to have remembered not to move, I don't know why, but I do, probably because it was so recently that I had thought about not moving.
Another problem is time. You can only really do it this way if you have time on your hands.
But a way to solve that is to have an alarm which will bleep like a couple of times. So set it to wake you up while you are in REM (basically 3 hours, 4.5 hours or 6 hours after you fall asleep. best go with 4.5) Then you can do the whole "I am dreaming" stuff while not moving.
