From personal experience with both, I LD a lot less during time periods when I'm smoking. Like you said, it affects recall. I have great recall when I'm not smoking, but when I am, it's terrible.
Anyway, to answer your questions, if you don't want it to affect your recall as much, don't smoke right before you go to bed. I'm sure it will still affect recall to an extent, but not as much. I also forget to do RC's, and I've never thought of trying to maintain ADA in general, so I can't help you there, though I imagine it would be extremely difficult if you've been smoking.
